Strategic Review of Canadian Foodgrains Bank-Funded Cash and Voucher Programming Terms of Reference & Call for Expression of Interest
The Foodgrains Bank began supporting cash and voucher assistance (CVA) as a response modality in some areas of the Middle East in 2013. Since then, the use of CVA has expanded to comprise about 45% of our annual food assistance portfolio globally.
We are soliciting expressions of interest and proposals from qualified consultants with expertise in evaluation cash and voucher assistance (CVA) modalities to conduct a review of our CVA programming to review program design and implementation processes, document network learnings and write reports for various audiences.
This review will be carried out between June 2025 and December 2025. The maximum budget for this evaluation, including the evaluator’s fees and all travel costs is $45,000 CAD.
