Consultancy: CA Program Effectiveness in Rwanda

Background …

Canadian Foodgrains Bank’s members and partners were early pioneers in promoting conservation agriculture (CA) in Rwanda. Since 2013, Canadian Baptist Ministries (CBM) with their partner Association des Eglises Baptistes au Rwanda (AEBR) and Mennonite Central Committee Canada (MCCC) with the Peace and Development Network (PDN) have engaged in seven CA projects in Rwanda and have collaborated on government agricultural policy and spreading CA to other organizations in Rwanda.

The Foodgrains Bank is undertaking an evaluation to verify the reach and impact of a 10+ years of CA programming in Rwanda, including an evaluation and documentation of recent efforts to further advance CA work in Rwanda through various policy, advocacy, and communications efforts. Evaluation results will be used to determine the efficacy of further policy work with the Government of Rwanda and for further communication and fund-raising initiatives.

The Assignment …

We are soliciting expressions of interest and proposals from qualified consultants to design, conduct and document a two-part evaluation to:

  1. Document the story of the development of CA in Rwanda and the contributions of CFGB’s members and partners to the CA policy dialogue in Rwanda.
  2. Conduct an Impact Evaluation of selected CA projects implemented by AEBR and PDN.

Who we’re Looking For …

The consultant (or consultancy team) must have the following qualifications:

  • Advanced degree in agricultural development, agronomy, environmental science, or a related field.
  • At least 10 years of experience in program evaluation, preferably in agriculture or climate resilience in sub-Saharan Africa.
  • Demonstrated expertise in conservation agriculture, including knowledge of its principles and implementation challenges.
  • Experience in policy analysis, particularly in the agricultural or environmental sector.
  • Strong mixed-methods research skills, including survey design, statistical analysis, and qualitative methods.
  • High level of familiarity with Rwanda’s agricultural context, including its smallholder farming systems, agroecological zones, and policy landscape.
  • Fluency in English and Kinyarwanda, with advanced English writing skills. Knowledge of French is an asset.
  • Proven ability to work independently, manage timelines, and engage positively with diverse stakeholders.
  • Cultural sensitivity and experience working with rural communities, with a focus on gender and social inclusion.

Note: Preference will be given to applicants already in Rwanda or the East African region.

Terms …

  • Evaluation timeline is June 2025 to December 2025.
  • Maximum budget for this evaluation, including the evaluator’s fees and all travel costs is $40,000 CAD.

  • A technical proposal (max 10 pages) outlining the approach, methodology, work plan, and timeline.
  • A financial proposal detailing the budget breakdown (within the CAD 40,000 limit).
  • CV(s) of the consultant(s), highlighting relevant experience.
  • Two samples of previous evaluation reports or policy analyses.
  • Contact details of two professional references.
